The following is a list of persons who have, in the opinion of the Board, qualities and experience that make them suitable to act as conciliators and grievance mediators effective February 13, 2026, pursuant to Sections 68.1 and 129.1 of The Labour Relations Act.
Randy DallingerRandy's service includes a career in senior labour relations and human resources positions in the public health care system, and sales and operations positions in the private sector in the international airline business. He served as a former employee of the Manitoba Labour Board. Randy currently provides independent labour relations and human resource consulting services to the Manitoba community. Christiane Devlin has held senior management positions in human resources, integrating human resources within the business needs of companies in the transportation, communication and printing, agriculture, manufacturing, health care, and retail co-operatives. She is currently the manager, Human Resources with the Kleysen Group. Ms. Devlin is bilingual and her human resource management experience includes unionized and non-unionized workplaces.
Gord Fischer has over 35 years experience in grievance administration and collective bargaining. He has rich experience advocating cases before Federal and Provincial Labour Boards. He is on the Board's list of Conciliators and has successfully assisted several parties in reaching Collective Agreements.
Loren Findlay is concluding a career that started with many years doing mental health counselling prior to moving into extensive work related to contract negotiations and grievance resolution, representing both union and employer in those areas. Gerry Gattinger has worked in senior Manitoba healthcare human resource leadership positions for the past 35 years and is currently the Chief Human Resources Officer for Shared Health Manitoba.
During his tenure he has negotiated and concluded numerous collective agreements with MNU, CUPE, MGEU, and other bargaining agents, completed respectful workplace investigations, and provided ongoing innovative human resources solutions to the health care sector.

Dennis Harrison was employed with the Province of Manitoba Department of Labour for 32 years. He spent 8 years at the Manitoba Labour Board as a Board Officer and the remainder of his career with Conciliation and Mediation Services retiring in 2017 as the Executive Director. Upon his retirement he enjoyed a 5-year appointment as a part time Vice-Chair at the Manitoba Labour Board. He presently provides assistance in conciliation and grievance mediation matters and respectful workplace issues.
Eric retired in 2019 following a 30+ year career as a Labour Relations practitioner, during which he held senior positions with both Unions and Employers. He served as a member of the Public Utilities Board and on the Boards of Safety Services Manitoba, Manitoba Industry Training and numerous Pension and Health and Welfare Committees. Acting as a senior representative for both Unions and Employers has provided him a unique perspective of the labour relations landscape from “both sides of the table.”
Beginning in 2020, Eric was added to the MLB list of Mediator/Conciliators and continues to work with Employers and Unions in resolving issues arising during bargaining and in grievance mediation.
Jane MacKay is the Chief Human Resources Officer for the Winnipeg Regional Health Authority. She brings senior leadership experience from both the private and public sectors in Canada and the United States, having held roles with Petro-Canada, Coca-Cola, and MCI.
In the healthcare sector, she has served as Executive Director of Human Resources at Grace Hospital and as Chief Human Resources Officer at the Health Sciences Centre.
Jane holds the Institute of Corporate Directors, Director (ICD.D) designation and serves on the Manitoba Appeal Commission, is a Trustee with the Healthcare Employees' Benefits Plan (HEB), and sits on the Board of the Children's Hospital Research Institute of Manitoba.
Sandi is a retired Registered Nurse and former President of the Manitoba Nurses Union. She has had more than 25 years of experience in labour relations and in negotiations. She served as the bargaining representative for Health Sciences Centre beginning in 1990. She then went on to lead the negotiating team for the MNU Central Table Agreement which covered 12,000 nurses provincewide.
Under Sandi's leadership advances were made in dealing with the issue of Post Traumatic Stress Disorder (PTSD). She co-chaired the Manitoba Health Minister's Advisory Group on Violence Prevention policies for Health Care Workers which resulted in new provincial policies to protect health care workers in all facilities. She worked with health care unions in Manitoba to negotiate a cost of living plan for the health care employees pension plan.
Sandra Oakley retired from a lengthy career in labour relations in 2013. She now provides independent labour relations, grievance mediation, and conciliation services to parties in the private and public sector. She is also a Part-Time Commissioner on the Automobile Injury Compensation Appeal Commission.
Rik built a distinguished career in labour relations and advocacy, with 25 years of experience as a National Representative for the Canadian Union of Public Employees (CUPE). For the final two years of that tenure, He served as Executive Assistant to the National President, providing strategic leadership and guidance at the highest level of the organization.
In addition to union work, he contributed to the Manitoba Labour Board as an employee representative, gaining valuable insight into dispute resolution and labour law. Since retiring in 2021, Rik continues to share this expertise by offering professional conciliation services, helping parties navigate negotiations and resolve conflicts effectively.
Grant served for 35 years as a staff representative with MGEU, 10 years of which were dedicated exclusively to Labour Arbitration matters, He served as an employee representative with the Manitoba Labour Board from 2000 to 2015. He is a graduate of the Harvard University Trade Union Program and currently serves as a part time Commissioner with the Automobile Insurance Compensation Appeal Commission. Roland holds wide ranging experience in labour/management issues. He served as the General Secretary (ED) of The Manitoba Teachers' Society (MTS) retiring in August 2020. Prior to that he served as the Assistant General Secretary (AED) for MTS and earlier as a Teacher Welfare Staff Officer for collective bargaining and grievance resolution.
He has been a public school teacher since 1985 and actively served with his union. Beginning in 2020, Roland was added to the MLB list of Conciliators and continues to act as an independent labour relations and conflict resolution consultant in the private and public sectors.
Following a career in a number of senior healthcare leadership positions Darcy now provides collective bargaining, respectful workplace and workplace assessment consulting services to employers. He has been on the MLB Conciliators List since 2008.
